In accordance with Washington State RCW 39.80: Contracts for Architectural and Engineering Services, and Federal Aviation Administration Advisory Circular 150/5100-14E Architectural, Engineering and Planning Consultant Services for Airport Grant Projects. The Port of Moses Lake is requesting qualifications from engineering and consulting firms to provide General Architectural and Engineering (A&E) services, as requested for yet-to-be determined projects at the Port of Moses Lake, Washington.

The Port will select and issue one or more (up to three) Indefinite Delivery, Indefinite Quantity (IDIQ) contract(s) based upon qualifications received. The scope of these contracts is to provide general A&E services to support a variety of Port programs. These contracts will primarily require civil, electrical, hydraulic and mechanical engineering; environmental, planning and economics; Industrial Wastewater and land use. Proposals must be received before 2:00 pm (PDT), September 17, 2026.

Moses Lake, WA - July 23, 2026: The Port of Moses Lake is among seven Washington communities looking to develop industrial symbiosis parks or hubs that will receive technical assistance from the Center for Sustainable Infrastructure (CSI) thanks to the Washington Department of Commerce's Industrial Symbiosis Technical Assistance Program (ISTA Program) established by the Washington Legislature.
Using Industrial Symbiosis principles, the Port of Moses Lake is seeking to develop an Energy Park powering local clean technology and industries. The project's goals include energy decarbonization, a reduction in dependence on imported energy, fuels and feedstock, and continued economic diversification and expansion of local jobs.
“This technical assistance is a vital catalyst for our clean energy infrastructure goals,” said Stroud Kunkle, Port of Moses Lake Commission President. “By collaborating with CSI's world-class engineers, we are positioning Moses Lake to turn industrial byproduct into shared economic wealth while securing critical capital funding for a cleaner future. Our sincerest gratitude to the Washington Department of Commerce and the Center for Sustainable Infrastructure for this award.”
Industrial symbiosis is an innovative approach to infrastructure and economic development in which one facility’s waste streams like energy, water, materials, and residuals, become valuable inputs for other businesses. This model maximizes resource efficiency, reduces greenhouse gas emissions, and stimulates economic growth.
CSI’s team of engineers, industrial ecologists, infrastructure planners, and implementation experts, including the world's leading IS experts in Denmark, will provide comprehensive technical assistance for these communities as they develop industrial symbiosis parks or hubs. The end-goal of CSI's technical assistance is for each selected community to emerge with a first-in-line, prioritized Industrial Symbiosis capital project that is ready to advance into preliminary design, environmental review, and the pursuit of capital funding. IS parks are typically shared sites or properties where organizations co-locate and partner to use resources more sustainably by integrating waste streams, such as waste materials, wastewater, or waste heat, into production processes. CSI will implement the ISTA Program in a four-phase approach over about 10 months, with all work to be completed no later than June 30, 2027.
