Industrial Wastewater
The Port operates an industrial wastewater land application system that treats industrial wastes for its tenants. The System is licensed by the Washington State Department of Ecology and permitted for 250,000 gallons per day. The system is designed primarily for discharges that are compatible with agricultural crops. The industrial waste product is reused as "fertilizer" and generates 105 acres of alfalfa hay. Plans to expand the system are currently underway.
Procedures for new Users of the Wastewater Land Application System
- Hold initial discussions with Port Staff and receive a copy of the Wastewater System Uses Book
- Write a general letter to the Port of Moses Lake Executive Manager requesting to be a user.
- Write a technical letter to the Port of Moses Lake Executive Manager describing your anticipated flow, wastewater chemical composition and any special circumstances regarding your wastewater discharge. This letter will be forwarded to our technical consultants and analysis and review.
- Hold discussion with the Port's technical consultants.
- Prepare your application for wastewater discharge to the Washington State Department of Ecology (DOE). Our technical consultants can offer suggestions.
- Port technical consultants will submit a letter to the Port Executive Manager recommending acceptance of your request to discharge into the Port system.
- Your DOE permit must be signed by the Executive Manager of the Port of Moses Lake, certifying that the Port will accept your discharge into the Port system.
- Hold discussion with the Port Staff regarding potential fee structure
- Port's legal consultant will draft an agreement with the new user which legally binds the user to the Port resolutions, rates and fees for the Wastewater Land Application System.
- Obtain proper building permits for construction of physical pipe, and connect to the Port system.
